In order to implememt Restruction and Revitalization Programme of Steel Industry, Industry Informatization Department has made Programme of Sintering Gas Desulfurization (Programme, for short, in the following) recently.
Its implemented time limit is from 2009 to 2011.
        The Programme claimes that the new increased sintering gas desulfurization capability of steel industry will reach 200,000 tons in the end of 2011 which is based on 82,000 tons sintering gas desulfurization capacity in the end of March,2009. Among it, central enterprises account for 100,000 tons.
        By 2011, the amount of sulfur dioxide exhausted by sintering gas in steel industry wil not exceed 645,000 tons and the sulfur dioxide emissions of important large and medium-sized enterprises will be less than 1.8KG, so that these can meet the requirements of Restruction and Revitalization Programme of Steel Industry and sintering gas sulfur dioxide pollution will get initial control.
        Restruction and Revitalization Programme of Steel Industry makes it quite clear that steel industry should implement technical progress and reform in future three years;the Programme also claimes that it will give full surpport to sintering gas desulfurization techniques, energy conservation and reduction of pollutant emissions techniques; puts forward clear target requirements for the energy conservation and reduction of pollutant emissions of large and medium-sized steel enterprises.
        Sulfur dioxide in steel industry is mainly produced by sintering flue pellet. Sulfur dioxide produced by sintering flue pellet accounts for at least 70 percentage, individual firm accounts for 90 percentage. According to statistics, sulfur dioxide emmissions in steel industries is about 11,000,000 tons. Among it, sintering sulfur dioxide emissions is about 800,000 tons.
        At present, there are many problems in desulfurization of steel industry. It includes:lack of mature sintering desulfurization technology, less by-product utilizing approaches, large desulfurization equipment, high operating costs, lack of effective supervision.
        Program proposes that we should speed up the implementation of sintering gas desulfurization iniron and steel enterprises in  two controlled areas, key environmental region (the Pearl River Delta, Yangtze River Delta and Beijing-Tianjin-Hebei), key environmental protection areas and steel enterprises which use fuel.Central enterprises should play an exemplary role in the sintering gas desulfurization project.
        Program requests that all industry authorities, central steel enterprises should make sintering desulfurization projects and promote the implementation of the project; report the sintering desulfuration progress of last year to the Industry Informatization Department by the end of February each year.
